Obregonia denegrii Fric
Commonly known as the Artichoke Cactus, it's listed in CITES Appendix 1 due to over collection. These are seed grown beauties. Use a potting mix with little humus and excellent drainage. Keep dry and cool during the winter and water sparingly during the summer.
